Returning

You can come back.

Left and thinking about returning? You're a citizen forever. There's a whole legal status for you — Toshav Chozer — with real benefits. Here's how it works.

You are not alone

Roughly 15% of olim leave within 5 years. A meaningful share of those eventually come back. Israel actively wants you back — there's a whole legal status for it.

Quick check

Why did you leave? (optional, just for context)

Your status if you come back today

Toshav Chozer

  • · 5-year tax breaks on foreign income
  • · Customs benefits on personal lift
  • · One discounted car
  • · Returning-resident ulpan track

How returning works

1. You're still a citizen

Your teudat zehut never expires. You can fly back tomorrow and walk through the citizen line.

2. Toshav Chozer status

If you've been out for 2+ years, you qualify as a 'Returning Resident' (Toshav Chozer) — a renewed package of tax breaks, customs benefits, and assistance.

3. The 6-year version: Toshav Chozer Vatik

Out of Israel for 6+ years? You unlock the bigger package, including 10-year tax exemption on foreign-source income.

4. Sal Klita doesn't repeat

You don't get a second absorption basket — but Misrad HaKlita has a separate returning-resident track with rent help, ulpan re-entry, and job placement.

5. Kids' school re-entry

Misrad HaChinuch covers Hebrew tutoring re-entry for returning kids. Don't pay private until you ask.

6. Bring the second car

Returning residents get one car at reduced tax — same as new olim. Most don't know this.
